Well-constructed, but not 22awg

I measured the diameter and resistance of conductors in this cable, and these measurements did not match the expected values for 22AWG. The diameter should be 0.64516mm, but it is about 0.61mm. The resistance for 250' should have been 4.035ohms, but it is actually 4.7ohms. In either case, the measurement is 60% between 22AWG and 23AWG, slightly closer to 23AWG.
